Technically that page lays out the normal process to follow for returns (ie. no scamming). EBay do not want to get involved too much as they assume buyers and sellers can come to agreements without help. Once eBay is called in, they would assume there is a disagreement or problem so they take control of everything (including the payment in dispute) while they figure out what is going on.
I would have waited until the "returned package" arrived, but it has been a while.
I was curious if @tasiatunes asked eBay to step in before he received the return or if there was a different reason why he did not see the option to refund.
