There's half a technic pin built into the legs

you could wrap a rubber band or something small around it to create more friction.

So something like, used Raptor Escape, 100% complete, including box and instructions and a very generous addition of one rubber band

What pins connect the legs to the body?

Technic pins.

My wife picked up a fake Jurassic Raptor bootleg (Charlie) at my son's insistence at the Buddha festival and it does the same. Gotta pull the legs out a out bit and they stay. She says she paid five bucks. I'm amazed how good it looks. Depressing really.

Well just over a week of rubber band around the raptor and time to test the results. Oh, oops, that hasn't gone well
