For holiday period 2014, the original plan was to have 90 days return to get TR+ discount.  This got so much backslash that they introduced a new discount offer where sellers with 90 days return got additional 2% off FvF (just for the holidays).  

So they waited 1.5 year to (re-)introduce 60 days.  I have no doubt 90 days is just around the corner.
