Those are pre-minigure era characters as in mid to late 70s. Not sure what set these may be from specifically however here is a start.
Funny I still have a couple of my own somewhere hiding.

The panel was only available in the original Blacktron Message Intercept Base. As for the plate, I believe it is from one of the older Train sets but not sure which. It could be this piece.

5763 Dune Hopper released in 2011. -

It is one of the earliest train track pieces Lego used when they introduced Trains to their lineup back in the day. There is the one with 'teeth' same as yours here I believe while another is completely smooth. There are a couple different versions which only add to the frustration of narrowing it down perfectly but I do know it is from the original Lego train sets simply for being the color blue and was used up until the late 70s.

Well, I left a comment on everything with set numbers & names as well as a link and image. I only did not leave a comment on images for the same set like the shot taken showing the back. It just seemed redundant.
You are very welcome. It was a pleasure going back down memory lane for me. Though they may be simpler in design there is a certain charm and nostalgia to be found in those 'classic' sets. I wouldn't give them up either. I still have Lego's first castle in my collection and it's staying there for good! -

Jeeze, I haven't seen those stickers since my childhood. They were on sticker sheets from the LEGOLAND Idea Book in 1980.

Dude, that's Snake from the Space Police III theme. I should know cause I had to buy all those sets up!
The link will bring up the BrickLink page stating he was available in three sets. He also was in an exclusive polybag without a visor for some reason.
