I swear I can see a glimpse of the set where the head came from but I just cannot remember it and BrickLink doesn't have anything close when browsing for "moustache". UGH!

Could it be from the "make your own 3-pack of minifigures" station at the Lego Store?

I have a bunch like that from a used lot I purchased and it seemed the most logical explanation. (the sets were all 99% complete with their figures plus a bunch of extra figures that seemed to have torsos and heads from other unrelated sets)

just checked, and the head is not double sided. I'm guessing it may be a make your own fig then!

No wonder the head was so fresh in my mind yet I couldn't remember the exact set. Also explains why I couldn't find the head separately either as apparently the set is still 'too new' to have everything catalogued. The minifigure is listed but you can't view its inventory.
