Ha, I don't watch the new one very much, and turns out it is Wingnut aka Kirby O'Neil. I only remember a Wingnut from the original series.

On the side note, since when do the Ninja Turtles need clothes ?  Also, if it is so cold that Donatello need a jacket, how come he does not wear pants ?  Are the Turtles developing Donald Duck envy ?
