Set is sort of lackuster except for couple of minifigs, but can get several sets for $18.18ea. Buy it out?

I was thinking the same thing. Try to wait for a deeper discount, or back up the truck?

I think I'd buy at that price.  It's almost 40% off.  Good minifigs like you said and there are some nice parts in there that people want for large MoC's if they are doing a Rivendell scene.  The set might be around for a while longer but at $18 I wouldn't hesitate to stock up on a few.  Worse case scenario is if you need the capital back to buy something else you should be able to flip them at cost or slightly above after fees.

Definitly some nice pieces for rivendell mocs. I would pick up a couple.

If it's still on the shelf today I'd just wait until Thursday hoping for the next discount which will be 50% off of targets already discounted $25.99 pricepoint.  $13 would be a great price for 4 minifigures, 2 of which are exclusive.  That is if they go to 50% this week.

I know some people were mentioning the Council of Elrond on the first clearance, but not a single store near me clearanced it until the second one.  I checked about half the stores in my area last week and every one had them on clearance.  I had to have seen over 60 of those sets total.  I don't see much value in the set unless it's purchased at a very steep discount.

Yeah it's just one of the few lord of the rings sets I've been holding out on waiting for a discount for personal collection
