That would be a complicated process.  The Town Hall was meant to be hand powered.  If there was a way, than it would probably be with a belt to move the elevator up and down, but it would be hard to make this actually blend in.  I haven't heard of anyone who has added power functions on the town hall, but that would be pretty neat.

Buy a 41999 Crawler and use the winch function to raise and lower it!

(Or just google lego power function winch)

Lego doesn't make any worm gears long enough to do it that way, but elevators usually work by steel cables anyways. Either build a rooftop unit to hide the power functions, or build a basement for them.
