That sticker is found in two sets (4708 Hogwarts Express and 4709 Hogwarts). I believe it is supposed to be the wizard trading card that comes with the chocolate frog in the movie. Interestingly, it is supposed to be placed on a black 2x2 tile in both appearances rather than a 2x3 slope brick.

Man that sticker could use some reapplying. Lol

 

Every time I find a sticker in the random lots, it ALWAYS needs to be replaced.
