What are the best tools to make a custom face on a minifigure? Also goes for torsos. Is there a website that does anime faces on the heads?

    Decals I`d say. Design in photoshop, gimp, etc. print on sticker/water-slide paper then apply. Plenty online to help with this sort of thing; I`ve been doing it as an occasional hobby for several years now :)
