I would appreciate it if anyone can please identify this two-part Lego item please. The base can be released by depressing the lugs and inside there are part numbers 2912 and 2913. The red part is screwed down and appears to have no function.

Looks to be one of the parts from a 4548 9Volt speed regulator that attaches the wire to the track. This one without wire and metal tab that makes connection to metal rail on track.

Excellent, thank you.  It makes sense that I have two then to match the loom but it does seem rather elaborate for  what is essentially a junction box and and connector.

Well, the screw and red clip held a springy metal tab that would make contact with the edge of the track. Weird that it was disassembled.
