Probably not. Sometimes store locations have stuff even when LEGO Shop at Home isn't shipping for a month of so. Is there a specific set you're looking at?

They are all over the map on what they mean, honestly, out of stock could mean it is EOL, I have seen many sets go from OUT OF STOCK to RETIRED or just plane gone without ever selling again. If they just don't get around to updating it or care what the status is, its up to them, they all mean "you ain't gettin it" whether you will down the road or not is kind of a case by case thing.

I'd call the 1-800 number and check....i needed parts to complete my CC. They had 20 of the Red Slopes.....less than $1.00 per piece. Thats a steal compared to some of the BrickLink parts...

Tower Bridge

Man, there's a complete with box and instructions Tower Bridge listed on Craigslist not to far from me for $150. Seems like a great price.

Call for Availability is the only one that could mean retirement is coming soon. And since you said Tower Bridge this could be seen as a tremor as to that it will disappear soon. Figuring out retirement dates is almost entirely a guessing game though, which is why I diversify (except I forgot to diversify into Zombies...).
