If you want lower fees you can just opt to waive a good chunk of your seller protection. For a $100 sale you pocket an extra 40 cents. They're trying to pass the scammers off on the seller. And they'll get a bunch of them to opt into this as 2.59% and 2.99% look like a huge difference, but it's pennies.
