What to do if box looks tampered with?

My friend bought the Chinese new year set and just received it today. The seals look tampered with, one is loose and one has a fingerprint on it. What should she do? Open the box to check the contents? Or try to return right away? If she opens it and there are pieces missing, is she able to open an item not described case and get her money back?

 

She is going to open up to build so it is not for investment purposes.

You guys worry to much.   From someone that just got a lot of sealed Lego cases recently seals come looking tampered with many times.  Cases get crushed and causes popping / shifting.    No reason to even tamper with sets like those.  

Contact seller first, take pictures, and open the box.

I once had a box with excellent seals, but was way too light. To be on safe side, I called customer service. After cutting seals, it was full with empty Lego bags, the booklet, some cables for weight, and 1 little bag of old Lego (to make the Lego sound when shaking the box). Customer service told me to throw it away and shipped a new box. That's some service!
