Target deactivates GC after purchase??

So I tried to use a Target GC from that 10% promo and it did not work.  I got home and called target and found out they deactivate it due to a limit of $300 per household.  Anyone else experience this?

    It happened last year but from what I remember it was only a few who went to numerous Targets, using the same credit card, to purchase thousands.  All their cards were deactivated.
