It looks Junior, but the set number would suggest regular Super Hero set.

 

The builds are simple akin to a Juniors set yet a number of parts are small unlike Juniors style. Add what Goofball814 noted about the set numbering and this could be a set for the regular lineup. In any case this will be the easiest and cheapest way to acquire a Green Goblin minifigure although the design of this one appears more detailed and less cartoony than the prior version and may not even have a double face.

The suggested age graphic is pretty big. I wonder if they might be stepping away from a dedicated Juniors theme while keeping the idea of it for sets like this released under the main line. Such could help with store shelf space as there would not need to be an area for Juniors sets stuck awkwardly somewhere when each of the individual builds could more easily fit in with their primary theme.
