This really isn't a question of naming a brick, but i started here and i guess will continue.  I'm trying to recreate this TMNT shredder drill tank moc.  I've got most of it figure out but not how the wheel part (not tire)  attaches to the sides at that angle.  I got the top ones in the picture just not the others.  The space is 5 plates wide and needs to connect to the black 2x2 plate.  Any  ideas would be very helpful and appreciated.

I think you are looking at a regular 2x2 turntable with a black base and an LBG top (part 3680c02). Which means the entire black part is mounted sideways and likely contains a brick modified 1x2 with 2 studs on one side to hold the wheel holder in place.
