does anyone know where this is from

Does anyone know where this figure is from? it's the gold version of lloyd, but i have never seen this packaging and i couldn't find anything about it. it does have a sticker that says golden ninja. i found it on a site like eBay, but Dutch.

    Legoland CA has bags like that when you buy loose lego at the stores. Seller probably just got a stack of them and made own label
