Don't know the set or character name but he looks like the officer choked by Vader in a New Hope.

I found a similar officer, included in set 75055 but the body is slightly different

I see the difference in the torso you are referring to.  Looking at the first pic and the distance the left hand is from the arm is it possible it is not lego?

any idea of the body?  i has the rank of colonel or mayor, but can not find it....

 

I can't find any matches on BrickLink with 4/4 ribbons/stripes.  Either 3/3 or higher like Moff.  Is the body actually LEGO?

I will go and check them tomorrow.... this guy is offering 40 of those really cheap..... but he says they are original lego....  Any new sets these could come from?

 

I don't recall any 2017 sets Mar/June having any officers.  The 2017 advent calendar does have a dark bluish gray, black hand officer with sideburns, but from the pics, I cannot see the bar count.

except the lower corners of the torso that are more like 973pb1793c01  or a combination of the two - maybe a pen, keychain or magnet figure?
