Any master collector can give some information about this minifigure?

I won the grand price from Legoland Florida and they sent me a package with this minifigure included, I found him on the official website of Lege club, but cannot find any other information. Like the name?(Max?) story? And price? Couldn't find any seller or trader on the internet.

    This variant of Max was a giveaway far back as 2014 for LEGO KidsFest events. I did not realize these were still out there.
