Official Date to Retire Sets?

I am curious if there is a specific date that sets retire?  I was looking at the Ferrari F40 (10248-1) on Lego.com, but it was showing on backorder.  Now it does not show up at all.

This brought me to 2 questions-

1.Has the ferrari F40 officially retired?

2.Is there a set date for retiring sets to go away (ie: Jan 1)?

I searched this set and didnt see any threads, which I don't believe, but I am also a Noob, so please be patient with me.
