Purchase cancellation

My mate has made a purchase and the seller stated their location as UK. He paid and estimated delivery date is 29th Dec. He tried contacting the seller but no response. Checking on tracking brings him to the Japanese eBay site and an error message. Can someone advise of action to take and how long he has to cancel the order?

    Apologies for the delay. Yeah he got his refund but for some reason they didn't refund the shipping cost. He's been on the phone with eBay about it, told him to try PayPal if that doesn't work
