Spotted it locally but besides the 10184 city plan, not sure what else is here. If you guys and gals see anything you recognize, help would be appreciated.

The Helicopter body is 7738 Coast Guard Helicopter and Life Raft. You also have this ginormous wing piece, which featured in 8 sets: http://www.bricklink.com/catalogItemIn.asp?P=54093&in=S. Not enough visible to determine which set it came from.

I also see 3178 Seaplane.

OP said he knew that one was in there already - that's why I skipped it ..... Unless you're correcting him on the name (he said City Plan, official name is Town Plan).

There's also a boat hull hidden under the first layer, I am 99% sure it is 7207 Fire Boat. The tanker is 3180 Tank Truck. The orange car is 7638 Tow Truck.

There might be one more boat in there, as I see (under the helicopter fuselage) a part of the tower from 7739 Coast Guard Patrol Boat and Tower.

oops, I got so focused on looking at the pictures, I skipped the words.

It looks to me like that wing piece is white. with that being said, since I doubt there's a japanese exclusive set in there or a mars/space set I'd put it in http://alpha.bricklink.com/pages/clone/catalogitem.page?S=3181-1&name=Passenger%20Plane&category=[Town][City][Airport]#T=S&O={}

It can't be that one - the plane wing there is gray and has studs all over, the one pictured above is white and has the 2x8 stud blocks on top of the wing. It is likely 7893 Passenger Plane - likely, because the other set that has this wing in white is part of a futuristic theme and the whole collection seems to be more "down-to-earth".

That might be a MOC - based on the black double convex 3x3 slope on the corner, it's based one of these sets: http://www.bricklink.com/catalogItemIn.asp?P=3675&in=S . My best guess is that it contains part of 7997 Train Station, but the green part is a custom build (which would explain why the roof plates go from black to dark blue in the bin picture).

Fun lot.  I agree that the building in the middle with the black slopes is the 7997 train station.  Looks like there is also the Octan 3180 Tank Truck and the 7638 Tow Truck.

Town plan alone .... BP used value $180. So the rest is just icing on the cake. Nice to see the sets almost fully assembled.

I don't know what happened. Originally I had 7893, and I think I accidentally overwrote it as I was looking at other stuff and editing my post.

Don't go by set numbers unless they are. Ask them how much? Try to get the lowest, even if it's well under the book value of the sets.

There's a 7730 at the back right, beneath the red plastic storage case (case9), might also be a 7834 (
Level Crossing Manual) near the front (upside down)

7834 railroad cross g is under the ziplock bag.

Besides Santa Fe, yellow Jedi starfighter, what's this other stuff? Is that another train? HP train? Thanks for any help with that photo. 

I see the My Own Train wagon with the logs under the midsection of the Santa Fe loc.

And the caboose from the same series is in the bottom left corner.

In the center is the Alpha Team's "Blizzard Blaster" #4770  (only thing with a white technic cannon)

And in the bottom center - the white mec is quite likely Exoforce's "Stealth Hunter" #7700

the red engine (3rd in the top row) does indeed look like one of the HP Hogwarts express (possibly 4708)
