I am not sure.  I had my sister hit a TRU by her and see if the dj poly was there.  She said there was a sign advertising the deal but no Djs around.

They usually keep the DJs at the customer service desk where no one can find them.

It is active at my local store. I just bought one though.

Manager policy. Some clerks don’t care, others will ask first. Ymmv. The register typically will let you.
