Ferry has been at 30-50% off for much of its shelf life. TLG wanted to test the market with a boat that wasn't one of the core tenants of City (fire/police/rescue). We probably won't see another Ferry for years, if ever.

Yeah, that and the limits or unwillingness to evade the limits is playing into it.
