one month when my rewards balance was quite high kohls stopped giving me my rewards and my balance just grows but they never actually issue a reward .  Has this happened to anybody else ?

Yes. Same with my account. I've asked about it a couple times and each time they indicated it's because I'm not following the T&C of the program. So, I've just left it alone. I still earn Kohls Cash, but not the rewards. I just don't buy much from them anymore.
