Probably to fill up the tray so the boxes would not move around so much. The size of the tray / pallet is fixed so it is up to LEGO to fill those up as efficiently as possible.

August 3, 20214 yr Did anyone else try to get the fishing boat on this round after having gotten one in round 1? I tried, looked like it went through and now says 'cancelled' when I check my order history. Not sure if it's just me or the way they designed it. I know it's one per account this round, but I didn't know that took into account previous purchases.
