20% permasale seems to be infecting more sets. Seems the entire architecture line has it now which was fairly rare before. And odd that they would feel the need to permasale so many sets with the shortages they were/are working through.

Might just be the way their inventory systems work with lego, they have to clear it all out before x date because lego is pumping out so many new sets.

There could also be disconnects with sets, like the harry potter ones, that lego decided to extend their shelf life, but the stores inventory systems still have retirement this year.

Depends on your platform but generally yes. I've had very good success with the large sets. I have a hard time thinking of a large Friends set that hasn't done well to be honest. The medium and small sets are hit or miss, mainly due to remakes, but if bought at the right price it's hard to lose money on them.

They may just have a need to clear inventory for tax reasons.  Not what I was expecting however.

Some of the OOS 40% Target sets keep popping on and then off for short periods of time. Donut Shop was up with about a dozen available around 15-20 minutes ago. Keep an eye out if you missed out on any.
