My Situation: It was a BIN, where I made an offer that was accepted two days ago (before I receieved the promo email). I activated the promo today and made the purchase (thru App) and based on the ebuck summary during checkout, I got the 10%. 

Then I check my summary and I see the transaction and it says $1.85 earned...WTF!

So I have ebay customer service call me (better than waiting on hold) and basically say "WTF" (but way more nicer)

Rep put me on hold and then came back w/ BIN or Best Offer does not apply to 10% promo

BUT: as a "one time courtesy"...they will give me the 10% on this transaction.

so that's my story; hope it help others

I read online that the AI likes to reward active members (seems counter intuitive to me)...anyway I clicked a whole bunch of ebay marketing emails...I don't normally do this, but I had a large set looming. Anyway it worked...kinda (see above post)

I am only 80% sure on this, but had your BIN accepted and paid during promo your order would have still received the eBay bucks

Where are you seeing "everyone" saying this? (Serious question as I haven't seen anything recently and its thread is pretty dead.) Anyway, here is why I like it:

1. Helicopter

2. Cool truck

3. Basically has spent its life span (even without the current $18.99 price) in the top 5 for building toys on Amazon. 

4. I like this size of box and price point, and I've done well with similar City vehicles--dragster and street sweeper come to mind as recent ones..

Just as follow up to @$20 on joe vs dan  eBay bucks promo works on Best Offer stuffs.  I tried it last night.  My best offers / counters were agreed on and paid for when the promo was active

Best Buy. Doesn’t look like the micro fighter though ?

If you need one, it's not a terrible price. But it's lasted longer than the Pet Shop (which is hovering at a lofty $80 over RRP on Amazon). A great looking set that is surely hoarded to the point that only those who have significantly low buy-ins will make a decent profit.
