Found this in a bulk lot; complete with instructions (color photocopy).

 

I suspect it may be from a Basic box.

Judging by the options on Bricklink, I would lean towards part of a Universal building set.

I'm with Huskers on that one .. It also doesn't seem like the minifigure belongs.

Yep, 722 made the most sense to me, but since I had no exact picture I was hedging on the Universal sets as a whole. 

And of course CNH1974 is probably sleeping now.... Post the question and leave us in suspense.

I've come to a similar conclusion. According to Peeron, that minifig torso does not appear in any universal or basic sets.

I had also looked at the Basic sets but I was thinking mid 80s rather than early 80s. Could see it.

I am thinking now that it's a MOC and someone just printed off the instructions.

Actually I was buying, listing and sorting lego! Didn't get a chance to check back until now.

I think I will list this for 99p and see if I get any bites.
