Well my noobedness is wearing off and I'm getting the knack of selling. That being said I do not have an eBay store. My question us this: if you X free listing when you have an eBay store, do relistings count as free? Say if I have 200 free listings, can I keep those 200 listings active with relist option for the $19.99/month or whatever it is?

No, the re-lists will count as a listing (and GTC's will renew every 30 days).
