A single piece is an accident, all of the minifigs - that's 9 minifigures - in multiple bags is hardly that.

Sorry I didn't make it clear in my original post, in my case it was am accident, his seems to be foul play.

    I had a similar situation about a year ago. I bought a Gungan Sub from Wal-Mart on clearance for $40. I opened it and noticed that the Bag that had all the minifigures was carefully opened and then resealed after the minifigures were taken. I got a full refund after all my trouble.
