LOL It could well be some kind of transportation verhicle, which would mean there's no need to look fancy because providing much storage space is the priority (which would explain the blocky body design). Maybe someone "frozen" is inside there.

Maybe an original concept they decided to use. I like how in the back ground when Rolly droid is moving you see all the pod racers in the background rotting in scrap. Realistically, not all vehicles would be built to be aerodynamic or scary. This looks like a John Deere utility vehicle that you might find on a farm or in a shipping yard. There are no cooler enemies than old school Siths, and they don't tend to be this flashy. But children probably find this very cool, and this movie is apparently made for them.
