Lego Mill (vintage)

I've recently found a fully functional lego mill.  

When plugging it in to the power it rotates.

Does anyone know what it is ?

 

It's glued together (apart from a couple of bricks in order to be able to service the engine) and some parts have broken of.

 

Any idea about it's value ?

    That or an older promo display piece.....would have no idea were you even begin on a value point...

    The oldest Legoland theme park was opened in 1968 so there is the possiblity this could be a very old display piece being glued and from the looks of those people & bricks.
