Lego Lord of the Rings Nazgul part of the next wave?

Here is pic that's been spreading around the web a bit of a Lego Nazgul displayed at a Lego Store.  Do you think this is a local MOC or a sign of something to come with the next wave? 

 

Hmmm, would this be a good for the resale of Attack on Weathertop, or is this a sign of more Ringwraiths being released?

I am in love with that Nazgul.  Great build, Nazgul minifig (semi rare) - I could see a retail of $34.99 on this (if it becomes a set).

Instead of including another Ringwraith, they should include the Witch King, since quite honestly that would be one of the few sets in which it would make sense for him to appear.

I say that's a MOC.  Something about it screams "not designed by LEGO" to me.  I still want one though :)

Great build. I'm sure the Witch king will make his appearance in the next waves. I also hope for a Minas Tirith for the Fell beast to fly above :)

Without verification I would say a MOC, just because the wings are far too small to be movie accurate.

It was made by ACPin from Eurobricks.  Dude makes amazing MOCs but this was his first that I had seen in the LotR realm.  He specializes in Star Wars.

I think they already do: 9472-1: Attack On Weathertop. Features 2 Nazguls, don't know if either is a king, but there is a set with two of the nine in it.
