It does look that way but going by the builder it is a High Velocity Ice Cutting Speeder.

One of my personal favorite areas of MOCs which in sort basically is taking the varied groups of astronauts through the 80s - 90s forward with modern standards of build techniques and fantastical spacecraft. Some are updates to the classic designs but mostly original builds made/inspired by the space explorers base colors and concepts. Of course this topic will also include Neo Classic Space builds which are more traditionally specific to just LEGO's very first Space line released in the late 70s and early 80s.
