Ebay Create Shipping Labels not available

I sold a set yesterday and I am trying to print a shipping label from Ebay as I have always done it, and it is saying it is not available. 

This time I set a fix amount for shipping instead of adding measurements and weight to my listing, is it because of it that I can not use the Ebay print shipping labels service????
